Expand your target audience – Meta may show ads to a narrow group too often.
Refresh the creative – if users see the same visual over and over again, they will stop responding.
Limit frequency – you can set a frequency limit in your campaign settings.
The ad is not achieving the planned ROAS

Focus on a higher quality audience – test different segments (customers, lookalikes, retargeting).
Improve your offer – add a discount, bonus or limited-time offer.
Monitor your competition – if your competition is offering a better price or promotion, it can affect your performance.
Stand out from the crowd – purposefully and thoughtfully
Don't expect fans and potential customers to flock to your social media profiles on their own. You won't get there. Be proactive and promote using paid advertising, which gives you a much better chance of attracting the attention of those who are most likely to want your services or products. But don't forget to think carefully about the process first , promotion should be based on a predetermined strategy.
