Competency-based management in public procurement has become a challenge since Law No. 14,133/21, which requires the selection of qualified agents and the promotion of a safe and efficient environment in the bidding process. By formalizing requirements for the development of technical and behavioral skills ( soft skills ), the law seeks to optimize the performance of public servants, ensuring greater transparency and reducing risks in public administration. This approach, already addressed in regulations such as Federal Decree No. 9,991/2019 and Resolution No. 192/2014 of the National Council of Justice (CNJ), requires a structure for continuous learning and strict control of processes. This model aims at a strategic alignment between the professional development of agents and the efficient delivery of public policies to society, highlighting the importance of training and managing people in the public sphere.

INTRODUCTION
