The essence of the law on fines for the lack of advertising markings
As of September 1, 2023, new rules regarding mandatory labeling of online philippines mobile database advertising came into force in Russia. These measures are aimed at improving the transparency and reliability of the advertising market, ensuring that each advertisement can be easily tracked and verified.

The basis for the new requirements is Federal Act No. 274-FZ of June 24, 2023 , amending the Code of the Russian Federation on Administrative Offenses (CAO RF). According to this law, all online advertising must be registered and have a unique identifier assigned by the Advertising Data Operator (ORD). The absence of labeling or its incorrect use entails significant fines: from 30,000 to 100,000 rubles for individuals, from 100,000 to 200,000 rubles for officials, and from 200,000 to 500,000 rubles for legal entities.

In January 2024, one of the first major cases related to the violation of these requirements occurred. A well-known Russian company was fined 300,000 rubles for non-compliance with advertising labeling requirements. The company failed to register advertising creatives in a timely manner, and Roskomnadzor identified this violation.
