You can add users who visited in the last 30 days to your list, or you can start with an empty list, but if you've already installed a remarketing tag on your website, you'll need to select "Add website visitors in the last 30 days" if you want to include users who match your list rules.

You can create multiple remarketing lists.

Once you have created your list, create a new campaign and ad group and add your list to it.
