Created in 2001 by Law 10,233 , the National Waterway Transportation Agency (ANTAQ) is part of the Brazilian regulatory framework, established throughout the 1990s and 2000s with the creation of other regulatory agencies , which emerged from the National Privatization Program – whose objective was to reorganize the State's actions, transferring activities previously carried out by the public sector to the private sector. As a result, the exclusively state-owned model was revised and privatization increased, reducing the State's participation, which began to act on inspections in the role of regulatory agent.
Thus, ANTAQ was developed as an entity integrated into the indirect Federal Administration , under a special autonomous regime, with legal personality under public law, administrative independence and romania mobile database financial and functional autonomy. Linked to the Ministry of Infrastructure, the agency's purpose is to implement the policies designed by the Ministry, following the principles and guidelines established in the legislation, and is responsible for the regulation, supervision and inspection of the activities of providing waterway transport services , as well as the operation of port and waterway infrastructure.
ANTAQ 's activities are comprised of the following areas:
river, lake and crossing navigation;
maritime support navigation, port support navigation, coastal shipping and long-haul navigation;
organized ports and the port facilities located therein;
private use terminals;
cargo transfer stations;
small public port facilities; and
port tourism facilities.
In other words, with the mission of “ensuring society the adequate provision of waterway transportation services and the operation of port and waterway infrastructure, guaranteeing competitive conditions and harmonizing public and private interests”, ANTAQ is dedicated to promoting the safety and regularity of all movement of people and goods by waterway in Brazil , paying attention to compliance with quality and efficiency standards and compliance with regulations. In this sense, the agency is responsible for arbitrating conflicts of interest, acting on the occurrence of violations and regulating the sector as a whole, so that it can foster competition in order to stimulate the country's economic development.
